This bug is caused by a mod called "faff". If you have it running, simply disable it and it will work. This mod screwed up other in game animations for me, mainly distorting raider facial animations and other little things like that. Basically, it's a facial expression mod. Sorry for bumping, but I just played around trying to fix this bug and thought I'd let people know, in case someone else encounters it.
