Can anyone point me in the right direction to make a new city, either a tutorial or help me understand what to do in the creation kit. I want to make a new cell that a player can go to with a complete functioning city and make it work just like whiterun or any other city. Please help me do this I have some great ideas for mods.

Anyone interested in making a Elsweyr mod. Make a new world map. Quests/Storylines Textures Models Dialog Creature/Monsters/NPCs Ancient Cities I remember a mod for Oblivion but with the new engine Elsweyr would look amazing and probably be a really fun world to play in. If anyone is interested let me know
