I have now figured out that she will only tell me about missing the item after I have started the quest, but I need her to tell me before, any help?

So I followed this guide right here: https://wiki.nexusmods.com/index.php/Oblivion_quest_tutorial#Making_the_quest_giving_npc BUT, whenever I greet her, she does not tell me about the missing item, and "Rumors" is the only thing that pops up.
