Ok haven't been on it in a while and will post a list of mods tomorrow. Will go into more detail now though running on 1.6 patch Not encumbered, Crippled or under attack Have tried entering and exiting cell. Waiting. entering new areas. enabling travel via console and even PCB (it worked once before) Seems to be happening at completely random occasions. If I load a previous save and repeat the actions to a T it will sometimes work fine. But every so often it will just state the message and not allow me to fast travel. Also there is a new glitch that seems to just shut the game completely off if I press F. have tried disabling mods and the usual stuff but it just happens randomly. it is getting to be quite annoying.
