i was actualy able to fix this. Turns out i had 2 grass mods that were conflicting with eachother .... herp derp... sorry for making a fuss about nothing. >.<

Just recently I started having this issue where skyrim would slow down to a crawl for like 15-30 sec. After some tweaking of ini files to speed up my load times (making sure that skyrim had access to 8Gb of ram and was using multi-threading) I was able to decreases the slowdowns but they are still happening. They also seem to happen in roughly the same areas which makes me wonder if this could be an issue with the loading of new grids, but honestly i don’t know enough about how that works...
