I found a solution... create a text file called Starfield.ccc and put it in your Starfield game folder with these contents:
Starfield.esm BlueprintShips-Starfield.esm SFBGS007.esm SFBGS008.esm SFBGS006.esm SFBGS003.esm SFBGS004.esm
