disabled almost all mods and it doesn't seem to be the case, it reset again and that's when i realized it was reset because i changed races (to some races i downloaded), but i don't know why it only resets smithing and not everything

Started a new game and my smithing was lvl79, but when i opened my perks tree now it was 15 at max xp until 16, the same thing happened to two handed, is there a way to fix this? I also kept all my perks, just the level got reset.
