Two sets of persistent CTD issues. CBPC and HDT-SMP local area crashes and CTD on loading game

Currently I am struggling with two sets of CTD errors. One of them is a long time persistent issue that i've never been able to solve, the other is a pain-in-the-ass-in-the-moment issue.

The long standing issue with CBPC and HDT-SMP is as follows:

The mods themselves work just dandy. However, when playing with EITHER or BOTH mods I have 100% consistent crashes approaching specific locations. The swamps around and including Morthal, the area surrounding the Night Gate Inn and Inkarham(or whatever its called), and lastly the hills west of Solitude.

100% consistent means:

  • Occurs across all saves, characters, and any point in the duration of a game
  • Occurs regardless of gear or characters present when attempting to enter said areas
  • 100% consistently fixes itself when these two mods are disabled

This is such an odd issue and in my three years of causal modding and bug fixing, I have never seen anything like and have no idea what to do. Some folks have suggested that its some sort of regional load error, something to do with it trying to load an asset related to these mods but I am not sure given that 100% consistency instead of "Oh it crashed this time because a bandit tried spawning with a missing asset or something." The mods themselves claim to have no conflicts and I've even tried running a clean game with ONLY those mods and their requirements- no other mods, and still, 100% CTD.

The second CTD issue is current as of writing this and its simple and boring. CTD every time I load any save. All I did before this started was change the load order. I promptly swapped it back but that did not fix it, now I have no idea what to do. I tried reinstalling the two mods I messed with but no luck.

Nothing in the crash logs are helping me see the issue but then again, they don't tell much. any thoughts/suggestions would be great, glad to try any helpful ideas!
