Black/No Textures. Windhelm and some rocks.

Ive recently started modding and come across a problem that seems to be only at Windhelm.
The textures of the entrance buildings and specific rocks are blacked out.

Ive messed around for 4 hours switching around the load order and turning off different mods, including Capital Windhelm expansion and all of its patches, but to no avail.

Im using Mod Organizer 2 and this is my Load out:
