Help needed for a life/shield sync mod (with RGB lights)

I'm streaming Mass Effect LE (started yesterday) and one viewer gave me a very nice idea : to sync my RGB lights with my life and shield bars.

 

My idea : open a mini server with a mod that serves a JSON with the values, and use my lights bot to read them and sync.

 

The problem is : I have no idea how to create a mod in Mass Effect LE, and I don't know if this is only feasible.

 

I have some experience in modding and I'm a professional dev, I should be able to handle the technical bits. I just need some help to get started.

Does anyone know how I could do that, and/or give me some pointers and good tutorials ?
