Failed to get owner quest for unowned conditions.

I'm desperate.

When I use the creation kit to edit the the trigger conditions of spell and perk and magic effect , this error report will appear.

Failed to get owner quest for unowned conditions.

And when I enter skyrim to test the effect, I find that it has no effect at all.

What should I do?

So, it works now. No idea why it didn't work when the condition was added to the base magic effect itself.
The specific condition I'm using is HasMagicEffectKeyword

I've seen all these, but I find that no matter what, I can't add a condition to any project, even if I install script.zip again and again...
