Changing Cooldown on Powers.

I'm doing some modding of the races, and among other things, I would like to make the "once a day" powers, have a shorter CD.

 

One option I imagine is to change them from powers, into another type of ability... I'm not sure.

 

Anyone who has done this themselves, plz throw some tips.
