Why not add some tents or stands on that deck, kinda of like a giant Flea market? You could have a group of people up there browsing or loitering around and it could make the population of rivet city much larger looking. In addition, a night version of the market could look spectacular if garden lamps or even christmas lights were addded to illuminate the area.
