is there a slowmo/bullet time mod?

So theres a slow motion effect every now and then when you say break bones or decapitate. I was just wondering if anyone has made a mod where you could toggle this effect on and off. Parkour and slow mo shooting sounds like an unbelievable combo... like the matrix i guess, but with zambies
