Werne
First things first, remove FOOK - Cryo Weapons.esp along with F.O.W.E- FelloutPatch.esp, first requires FOOK, second requires Fellout, and you don't have neither, hence CTD on startup. Second, run BOSS to sort your load order (very much needed). Then after BOSS is done, make a merged patch with FO3Edit. In contrary to what some others think, merged patch is not "optional" or "not required", it's mandatory. In case you don't know how to make a merged patch: 1. Start FO3 Edit2. Load your mods3. When everything loads select all your mods, then right-click on the mod list and select Create Merged Patch4. A small window will pop up asking you to name your patch, write something and click Create5. Now when exiting FO3 Edit another window will pop up named Save Changed Files, click OK6. When starting FOMM or FO3 Launcher put your patch LAST in the load order and check it Note that you need to make a merged patch every time you add/remove mods. I also believe you need some compatibility patches for those, not sure which since I don't use any of those (aside from CALIBR, MLP Pack and Weapon Mod Kits). Look around and you'll find them, I know for sure that you need FWE - MMM patch at least. Oh, one more thing - If you have NMM, get FOMM and get rid of NMM, that thing is very much useless when it comes to FO3 mods.
