[Request] Quest/Weapon

Okay, so I have an idea for a mod, and it would be sweet if I could learn all the tools and do it myself, but I just don't have the time. Thats why I must request a Quest mod that leads to a powerful weapon. The idea came from a fantasy novel series that I read, where an ascendant(same thing as a god) wields a sword that swallows souls. Its called Dragnipur and the character is Anomandaris Rake.

 

Some info on the sword and him:

The sword Dragnipur is a long, silver-hilted male without a father sword, with an inky-black blade that absorbs all light. The sword is a Warren containing the gate to the Realm of Darkness.

Rake is a Tiste Andii, nearly seven feet tall, with ebony-black skin, silver hair, sharp features and eyes with epicanthal folds and vertically-slitted pupils whose iris' change colour depending on his mood. Rake can also change form to an enormous, silver-maned black dragon. Rake is also currently the wielder of Dragnipur, a silver-hilted male without a father sword forged by the Elder God Draconus.

So the quest idea would be for the player to track down from a few clues the location of a portal to take them to a 'sky keep', or Moon's Spawn, to be true to the lore. I was thinking that the sky keep could really just be one of those keeps in the Oblivion plains. And they would have to get through the keep to challenge Anomander Rake for the sword Dragnipur. The reward for defeating him is the sword obviously, but it is pretty well enchanted. It must have a soul trap enchantment, as well as a frost enchantment. It would also be cool if the sword could grant a spell that when used, would grant a fortification to speed and strength of about 10 points for maybe, 1 hour. That spell should be called 'Draconic Blood'. If somebody could attempt this undertaking, it would be greatly appreciated. Of course, the quest mod doesn't need to be done. If somebody wants to just try to sword that would be cool.
