[LE] Modifying Shader Effect properties in Papyrus

Is it possible to dynamically adjust the Alpha Fade In time of a Shader Effect before applying it to the player. Seems like the duration parameter of EffectShader.play() is appended to the shader's built-in properties.

More broadly, is Papyrus able to change properties of base forms? I checked out PapyrusUtils, my understanding is that it allows you to save your own variables onto forms but not modify existing ones.

Simplify your question by saying what you want to do in order A, B, C... etc. The answer may be simple, but it always depends on the correct wording of the question.
