Brotherhood Soldiers stuck in Rusty T-45 PA

Like the title says all of my brotherhood soldiers that wear power armour (except Danse) are wearing rusty T-45 PA. It's a new save so I tried using the Brotherhood PA Overhaul with its required mods with it and all of the BoS soldiers were in a rusty T-45 suit, as well as the soldiers and suits in the bays in the Prydwen and the guards stationed at the airport. I checked the page and realised it was an old mod so decided that was the reason so I uninstalled the mod and the plugin, along with the Consistent PA Overhaul, as that was old too, went back to a save where I hadn't met with Danse to fly to the Prydwen and the Knights outside were still in the Rusty T-45. I'm not sure what's causing it as the only other mods largely effecting PA is PAMAP, PANO and Stronger Power Armour. Is there a file somewhere that's been changed and it only allowing them to spawn with T-45?

Issue persists even on a new save

Reinstalling the game to see if it works-did not

 

FIXED IT, had to recycle and resurrect the npcs after clearing my mods
