I think two Ghoul (Bessie is a weakling) can't kill every guard and resident.

Some surveiver barricated self in the second floor, and fight (Dashwood, Gustavo, a Doctor a guard and resident some resident and guard dead already but not every). Roy and the ferals can't enter just you can let in now...

 

Chance: Help the residents or help Roy.

a, (ghoul side without a fight) unlock the another door and help Roy ferals to enter, or

b, (man side without a fight) Lure Roy and Masters into Dashwood traps (I think he is a man who can build a trap. Room full of mines or Combat shotgun trap...ect). or

c, (fight for one side) just kill the humans/ghouls

 

After that: the battle mesh is desapire. Some new residents will arrive, and the guards have some new recruit (ghoul or human). The Tenpenny tower will be re-establish someway (ghouls or humans hand)

 

I think it's make most interesting this quest and not make a Tenpeny tower is a cheapest place in the wasteland if you wasn't kill Roy.

 

 

 

Details:

Arrive the Tenpenny Tower. See the extinct ground and the lobby. Can speak Masters and Bessie for this as like the normal. The front of the barricated door stay the armed Roy and Masters. (the doors lock. The key of the first door is at Roy) You can speak Roy for this. He say it is a humans fault because they are bigots and...blahblahblah. You can make a fight, help or leave. Roy cant call now a ferals because he and Masters need to guard the doors.

 

a mission: there is two door into a second floor. The key of the first door is at Roy. The locked door is breakable, but he know now this door, not so hard secured now and if, he can open it a simple, he can strike suprisely and two side (They there are not so many too). (go in and steal a key from Gustavo)

You can say you dont want to do it or can start a battle whit he and his followers.

 

b mission: Roy let enter his door (if you take his quest), Gustavo aim his weapons at you. There is some unarmed surviver (whit poles and knives) and Dashwood too. They can hold this position but there is no food and Roy locked away the water too. So sooner or lather they must go out (they dont have so much munition). Now you can steal the key and open the next door (mission a) or speaking Dashwood. He did a trap. Already only Roy would be needed to call in. If he die the other ghouls will be controlable. Dashwood's room (or someone's room) has a secret enterance to the lobby, the room full of mine or any deadly thing. You must somehow persuade Roy to go in.

You go beck to the lobby and say for Roy you cant open the door but you found an another way to in. The idiot ferals too noisy, but they may get into the human's back, if they are going only. Roy say thanks to you and start marching to the death with Masters. Bessie will be desapire. She and Masters key will be appear to Gustavo.

 

c mission: Grab you gun and fight for death :closedeyes: (If you kill Roy you can take the first door key and can enter and say the good news for the survivors)

 

something: Roy cant call now most ferals, because he and Masters need to guard the doors (Bessie is useless for this). Roy don't wan to a frontal attack in his door, bacause he needs a numerical superiority, because he don't know it how many people there are yet within.

I can't found Burke and Tenpenny. So if the humans win they turn up again (naturally then not if you killed they).

Oh one more thing: Its can be changed a hard situation if you can realized somehow (Example: Gustavo lets the cat out of the bag accidentally.), not Roy start to attack.

The Tenpenny guard and some resident try to kill Roy and his band first, and this was start a battle.
