None of my mods work/do anything

Whenever I put a mod into my game folder, whether it be with vortex or manually, it doesn't work. Does anyone know how to fix this?

I always manually install mods, just got to be sure to follow the correct file path and that you have all the required mods like Cyber Engine Tweaks etc that supports it.
