Arrows Pass Through enemies

so ... yeah arrows when shot from a bow or crossbow at a medium to long range(not like insanely far long range shots either) seem to just pass right through the enemy, BUT the arrows clearly go straight through them.

and yes i have already placed

also i have uninstalled EVERY mod. yet this still happens. YAY kinda happy that it wasnt the mods cuz there fun.

ON THE OTHER HAND when i shoot an arrow, then use the console commands TFC and then SGTM 0.1
and follow the arrow to the target it will make contact from ANY range and deal damage no problemo.

would love any feedback and help given.
(and yes ... i have searched and googled the problem many times D:)
also im using 1.9.32.0.8 version of skyrim with all the dlc's

I'm getting the exact same problem as the OP. Tried the .ini tweak but no luck. Been happening with every enemy and i think its been the whole time. What the hell could be counteracting the tweak?! D:

Hmmm the setting isn't there under SkyTweak either for some reason even though it showed it in the SS of the mod. I know the .ini file is being read as I've upped the grids and that went ok, just seems it's this specific change. Although why SkyTweak didn't recognise that variable either is strange. Does anything override certain settings in the .ini such as mods/ENB etc? I've disabled all mods that have anything to do with combat/game mechanics, bows and arrows, overhauls etc but didn't work. I'm by no means experienced in any of this stuff at all so even any advice on routing out the problem myself would help me out

Ya know, that happened to me once too. IIRC, it was only for a single character, and other characters I was playing at the same time (same mod config, same game settings) didn't have the same issue. I believe I simply got rid of the character, since that is what I tend to do if something odd starts to happen. Is this happening for all characters that you have? Does it happen for a brand new one? I don't actually have a fix, but having that info might tell you if it's something you can fix with a basic change. If only one character's save games have the problem, then changing files/settings that apply to all characters is unlikely to make a difference.

What I did is.. I thought it was a prblm with the view distance and stuff so I deleted the skyrim.ini files and found out my view distance was actually messed up cause I saw a whole lot further than the game thought I was, hence the arrow and spells passing through the target(enemy), so I upped all my view distance settings in the game menu-settings- display... and that actually solved the prblm I was having..... you will have to add the ~bEnableFileSelection=1~ under [Launcher] in the skyrim.ini file against after u delete the skyrim.ini file....just saying.
