Fixed Legendary Randomizer?

So, I like the Legendary system, but the vast array of guaranteed legendries in the game just kind of defeats the point of it. Spray and Pray, Overseer's Guardian, Ashmaker, etc... all allow you to get the weapon of your choice with a solid legendary effect already rolled on to it. As such, very few legendary drops are all that special, because they're competing with some guns that are already almost as good as they can be. This makes middling effects (Like Kneecapper) much less impressive, and low-tier effects basically worthless. I'm wondering if there is a mod wherein guaranteed legendries are simply replaced by a new randomly rolled legendary. Whether the same weapon, just with a different mod (so the Overseer's Guardian is always a Combat Rifle, but not a Two-Shot Combat Rifle), or just a completely from scratch re-roll would be fine by me.
