Framerate locked at 20fps, help?

Hello! So I've run into a bit of a snag here and don't know what to do anymore with it, as I've exhausted all my obvious options to fix it.

 

Seems my framerate is being capped at 20fps and it absolutely refuses to go over it no matter what I do. I thought at first it might be v-sync, but nope, already disabled. I've also tried removing stutter remover and that had no effect either on my game.

 

Someone else posted a while back and it ended up being game booster as the problem, so I removed that too, and still no luck.

 

any ideas as to what might be causing this?

 

My PC specs should be waaay more than adequate for this game. I'm running an i7 3930k (no overclock) as well as 2 GTX 480's with 2gb of ram each, and 32gb of total system ram.

 

Any and all help is appreciated!

 

EDIT: Further tested by setting all graphics settings to lowest possible, and still no change in fps. Even setting the monitor and game resolution down didn't help at all in either windowed or fullscreen modes.

 

EDIT 2: Tried using a different d3d9.dll file in place of my original one, as users on another site had reported improvements with it on the same card, but didn't help at all.

 

Also tried setting power mode for my gpu to max performance, also had no effect on fps for me.

 

Tweaking the ini files to better use multi-core cpu's also had no effect, very frustrating...

 

EDIT 3: Definitely a capping issue..I removed all my retexture and flora mods as well tos ee if that changed it, no difference in the slightest..

 

EDIT 4: I used the ini tweak guide over on neoseeker to optimize all 3 ini files for multi-threading, no change.

 

also furthering my assumption of a cap on fps, I used the "TEMO" console command to toggle off emotions in game, this gave an initial half second spike in framerate, but immediately went back down to 20 and stayed there. I also changed my game res. down to 1680x1050 from 1080p, no change in framerate..

 

Launching the game without nvse also resulted in no fps change.

 

EDIT 5: Alright, got a slight fps change. I set "iPresentInterval" to 0 in the ini files and went from 20 fps to 26, not a huge improvement, but I'llt ake anyhting I can get at this point. Though, it should still be much higher than that if I'm not mistaken.

Never disable v-sync with this game engine.

 

Are you using the stutter remover plugin for NVSE?

 

If you're running those cards in SLI, don't. This game and multi-GPU configurations don't mix well.

 

My v-sync is indeed turned off and turning it on seems to make no difference sadly.. and yes, its the stutter remover for nvse, and I've tried it with NVSR removed as well, and still no change.

 

Ive tried the game in both sli and non-sli configs, and its unplayable in sli mode, so I have it off, but still no change in framerate...

There are settings in the Nvidia software that can cap your fps.

 

Set your game to use no more than 2 cores - New Vegas was built around a single core type processor and more than 2 confuses it.

 

Try disabling one of your graphics boards - or even removing one entirely - and see if that makes any difference one way or another. - then try the same thing with the other one.
