Agility always -5, is it an issue with with my mods

Hello, for some reason my agility is always at 2(-), while it is set at 7, I also have armor that increases it and perks that do too
my question is, is this a common issue? could it be a mod I installed or uninstalled?
I have checked my effects and nothing ingame has effected me to where I could be at loss of agility, no rad sickness addictions or anything
