There was a link to some russian page, which I had translated, and had to sign up to download it. BUT I FOUND IT! I have been looking for it for SO LONG as well! I am not sure who the original author is but I can tell you that it does work. I have tried it on SSE there are a few mesh issues which I have not yet tried to resolve with NIF whatever.
