Ghost weapon look on other weapons

What would be the process of making other weapons have the same look as a ghost weapon? http://elderscrolls.wikia.com/wiki/Ghost_Weapons_(Skyrim)

Would I have to use Photoshop, NifSkope, Blender, a combination of them?

I'm just now starting tinker with new models and what not so I'm not sure what all is needed. I have Blender, NifSkope, and Photoshop.
