Enclave overcoat

i accidentally posted this in the General Fallout Discussions section last week. I really liked Colonel Autumn's outfit from fallout 3, and i was wondering if someone could make a mod that adds that style of overcoat to NV for sale in vendors and such. my G.E.C.K won't work, so i can't do it, but someone else surely can, right?.
