Activators - Adding a passive magic effect

Hello everyone!

I managed to finish most of the work on a mod I'm making, which adds a custom magic effect for the Stones of Barenziah, but I don't know how to add it to my player without console commands. I tried using TempleBlessingScript and simply using my magic effect for the TempleBlessing property, but nothing happened. I don't know Papyrus or how to use scripts, so any help would be greatly appreciated!

 

P.S. It would be nice to have the magic effect given when asking Vex or Maul for an appraisal if possible.
