Overleveled NPCs

I'm having A LOT of trouble playing Skyrim like this. Some mod i've installed made bandits and other dudes OP as hell. Here's a list of my current mods.

-Requiem (it's not requiem, because it was fine before, and i was using it)
-Better dragon armor
-Better Artifacts
-Wearable Lanterns
-Dynamid Merchants
-Echant Freedom LITE
-Guard dialogue overhaul
-Horses for followers
-Huntinh in Skyrim
-Inconsequential NPCs
-Populated prisions
-Real dovahkiin strength
-I yield! I yield!
-Moonlight Tales
-Helgen Reborn
-Skyrim Monster Mod
-UFO - Ultimate Follower Overhaul
-Amazing Follower Tweaks
-Helmetless Warrior
-The Dance of Death
-Killable Generals
-Immersive Patrols Merged
-More Carriages
-Dragon Combat Overhaul
-SkyrimLive
If anyone can figure this one out, please, help me,

haven't you accidentally set the game difficulty, or leveled your character using console? there's nothing in there that makes NPC stronger, besides Requiem.

 

I do not know if Requiem has Encounter Zones... which means some area's NPC's are stronger than others... have you verified this in multiple different area's?

 

If you're sure, then what exactly is harder about them? They attack more often, they have a lot more health, they simply do a lot more damage, or?

Common bandits become bandit thugs, plunderers, etc. I didn't do anything and i'm tryng insanely to fix it. Also, even in legendary dificulty, them bandits were still bandits.
