nintennuendo
My computer doesn't quite meet the standards, but it didn't for oblivion either, and with a couple mods help, i consistently got around 25fps, certainly enough for me to play the game for 100 hours or more. So, anything like that for fallout 3?
Daelda1
Not that I know of. However, KMA asserts that his 4Aces texture/mesh replacer, http://www.fallout3nexus.com/downloads/file.php?id=3288, which looks a lot better than Vanilla IMHO, has some changes to it that actually should decrease the effects of loading graphics. So far, my game with this installed seems to be better, but I have not have time to completely confirm this.
SpeedyB64
What exactly did you use to make Oblivion run better (liks)? Unlike Fallout Oblivion is optimised for single core so it lags on my computer.
nintennuendo
These. Also turning down most of the settings in the ingame manager.
bonnonon
This might help. No FX by kruftwark http://www.fallout3nexus.com/downloads/file.php?id=3258
dertechie
The effects of these two might be in Kruftwark's mod already, but I'll mention them anyway. If you can run with just them, they should make a less drastic alternative to NoFx. No Gunshot Lights No Blur Effect I might have to call on them when I start using MMM with its feral hordes. KMA
Yes, my TexMesh mod should help and dropping the in game settings should do the rest (as long as you have the AA/AF off already). Turn shadows and water off (or as off as they can be), and then drop Specularity & Shadow Fade. I would start with LOD sliders at 50% and move them down from there if you need more. TexMesh uses double sized LOD files but balances by reducing the average file size of the rest (by trimming mostly unneeded channels). If you drop the LOD fade distance then it will not have a larger impact, leaving a more optimized game. Oh ya, the the textures are sharpened too. One trick I have learned is to perform a quick save / quick load every five minutes in the wasteland. Bethesda has a lot of issues managing the memory, and this seems to clear some of it. It slows down the inevitable CTDing.
