Help! - Main quests won't start/finish!?

I recently started a new character and have worked my way up to "A blade in the dark" quest.

 

Everything in the game was running smoothly but when I killed the resurrected dragon and tried speaking to Delphine she just stands their and doesn't do anything so I couldn't progress.

 

I tried googling this issue and found a thread online that suggested I type this into the command box to solve the problem: setstage mq106 200... I typed this in and upon doing so Delphine gave me the horn and I traveled to the greybeards to complete the quest.

 

However after I hand over the horn nothing happened, so I looked at my quests and I realised that I don't have any main quests in my objective menu to do at all!! Ive looked into this on skyrim wiki and realised that after I spoke with Delphine upon killing the dragon the "diplomatic immunity" quest should have started, but it never did. Plus I dont have the main quest which says to join either storm cloacks or imperials.

 

I still have some old saves that predate me killing the dragon but I've all ready arrived at Kynesgrove. Any help would be much apreciated as Ive all ready put in some hours of gameplay and would rather not want to start another character all over again!

I forgot to mention that before I started this new game I completey reinstalled skyrim with the latest version of SKSE, I tried validating the game cache using steam properties and it says it fails to load 1 file and it needs to be required but I dont know how to do this?

Just found this on tes wiki: If the above doesn't fix Delphine's repeated dialogue bug, try the following (PC fix ONLY), and only as a LAST option. Use console commands setstage MQ106 200 to complete the quest. Then use the command MQ201 10 to start the next quest by talking to Delphine.

 

I didnt type in that second command, I'll try this out when I get the chance and hopefully the issue will be fixed!
