Historically, most women were treated like property or servants until the 1960's in the developed world. Women are still treated badly in most of the world and the population is still growing. The population will grow simply because the Legion wants its population to grow and it will force women to have kids until they can't or die in child birth. What will do them in is the abuse of children and the perpetual war mentality. Putting every male child through war training kills many children because the Legion only wants the strongest. This makes good soldiers, but will hamper the population in the long run. This is made worse by the fact that the Legion rejects modern medical techniques and survival rates before then were low. The perpetual war mentality will get more people killed. Eventually, the settlements that are somewhat free will outnumber the Legionnaires simply because the will have more children. This could also mean that the men will get drafted as the ones born into Legion service are a dwindling group. Also a "quick push to the sea" wouldn't be likely. The Mojave gets hotter and drier as you enter Death Valley. Back during westward expansion Death Valley was known as the "Worse Way" to get to California. The Northern route that goes to Sacramento was know as the "Bad Way". There is also very little water for the Legion's long march.
