When arriving in Whiterun for first time the child Mila ran by and I clicked her just to speak. I didn't know of this adoption thing and the option for adoption came up in my dialogue. She asked if I had a home and (at that time I did not), so I said no and she ran off. After purchasing Breezehome, I tried to ask her again but that option apparently was a one-time only? If you're building it yourself the minimum furnishings are one child's bed and child's chest per child. (They're specifically labeled for children; you'll see them on your construction workbench.) For Breezehome or any of the other pre-built homes you buy the children's bedroom from the same Steward or similar official you buy the other furnishings from. Nodtveidt is right about Breezehome: you have to sacrifice your Alchemy lab for the bedroom. It's not the best place to do Alchemy anyway. The person to talk to is Proventus. Asked Mila again today and she wanted to play a game. Hard to believe that was a one chance opportunity. If I had known, I would've purchased Breezehome first an d then spoken to Mila. If you've already adopted two children the option to adopt disappears from all dialog everywhere, including the orphanage leader, Camila something-or-other.
