Mexico Mod should I make it with Rampage or Map editor (READ DESC)

I wanted to make a mexico mod with the cities and border like in RDR1, I was wondering if I should make it with Rampage trainer or Map editor. The differences between these are below.

 

Rampage:

You wont be able to talk to the NPC's nor rob them

More scenarios for NPC'S

Easier to find objects and is less stressing

Compatible for more users

 

Map Editor:

You will be able to greet, antagonize, and rob the NPC'S

Not compatible for more users and harder to use

Not many scenarios for NPC's
