High number of Partitions on export with blender

i loaded up a mesh to work on the weight paint i exported it like any other mesh i have done but once it nifskope i found there were a large number of skin partitions looks like 1 per vertex group (64 on hand mesh) so i tried a vanilla mesh and had the same thing happen.i used import/export settings from http://wiki.tesnexus.com and changing settings don't have any effect, any one know what is doing this?
