spontaneite
According to lore, the Skyforge has some mystical property which creates the finest weapons and armour. I can't quote directly, but the blacksmith in Windhelm says something along the lines of 'The steel just holds together better'. But the weapons and armour forged from it seem no different to those forged anywhere else. I propose that items made with the Skyforge gain perhaps two extra points of armour/damage to reflect lore. Maybe give us a reason to haul our crafting supplies up there.
blacksupernova
I believe the blacksmith of Windhelm is referring to the Skyforge Steel weaponry which are better than ordinary Steel weapons and armors. The secret to forge Skyforge steel is known only to Eolund Graymane because, after all he is known to be the best blacksmith of Skyrim. As a result, you can not make better items at the forge but Eolund can.
spontaneite
I'm not sure about that, personally. The blacksmith seemed to imply that the quality of his weapons was significantly due to his forge and not his skills as a blacksmith. I quote from the wikia: "Everyone says Eorlund Gray-Mane is the best smith in Skyrim. I plan to change a few minds about that." If you ask him about his steel, he will reply "Every bit as sharp as what you'll find in Whiterun. I respect Eorlund, but he has the good fortune to work the Skyforge. Something about the fires... their steel just holds tighter." This certainly implies to me that the Skyforge has special properties which would merit a bonus to crafted items.
