Disappearing Dragons, People..

I havn't played Skyrim in quite some time, a good 4-5 months. I recently got a new graphics card, a Radeon HD 6970.

Last time I played Skyrim I know it was working properly, now however it seems resources are being unloaded or dropped. I'm not sure if maybe this is because of my graphics card?

Situation 1) The worst case is with dragons. Sometimes they'll just simply disappear while flying. Then re appear again. Sometimes they'll disappear on the ground, but I can still hit them.

Situation 2) Re spawns are coming back very quickly. For instance, cleared bandits outside of a Dwemer ruin, cleared the dwemer ruin, and all the bandits were back alive outside. It should of taken them alot longer to re spawn and re populate the area.

Situation 3) The dead bodies and items are being removed when the cell is un loaded. Again, just for a reference, the Dwemer ruins I was in, when I went back in, all the dead bodies, and killed dwemer machines were all gone as if nobody had gone through there. However, they didn't come back either. They just simply disappeared along with all the loot I had dropped etc.

Is this because of my graphics card? Or something wrong with the game itself?

It really sounds like something wrong with the game itself. Your graphics card may cause glitched textures or other weird effects, but it shouldn't affect things like cells and respawn times. The obligatory advice is to make sure your drivers are up-to-date, but that's not always the right solution - for instance, the newest nVidia drivers cause some bugs with ENB's sun rays, so I had to install older drivers. If your drivers are updated, try rolling back one version and see if it affects anything.

Other than the graphics card, did you make any changes between the last time you played and coming back?

No I didn't.

I did remember to use the steam to check the files. It found 1 missing or corrupt file, fixed it. After that it fixed a few of the problems, except now I have a new problem, albeit small.. My NPC companions are commenting more often than usual... Not terribly, but its getting annoying..
