Be a bit more exact, what isn't working about RLO

ColorfulLightsNoShadows.esp = incompatible with RLO... any mod that adds lights, shadows, changes lighting, and/or changes the same imagespace is incompatible with RLO unless it's patched for RLO.

Just a note your load order for RLO is wrong
