MineCraftMedia98
I really hate how safes have a keypad, but you can't attempt to "hack" them, instead you have to pick a lock. For example, You could change the locks to be something like a terminal, but it's numbers instead of words (Very Easy being 4 numbers, Easy being 5, etc), and changing the skill to science instead of lockpicking. I know you can hack some safes by using a terminal, but there's not really many around the wasteland. **EDIT**Maybe having something like hacking cameras in Sleeping Dogs, with a little PDA, but maybe use the pip-boy or something. Thanks! Edited June 27, 2013 by MineCraftMedia98

I know you can hack some safes by using a terminal, but there's not really many around the wasteland. I know you can change the startup screen on a terminal with FOSE, but I don't know how (or if it's even practically possible) to change the actual hacking mini-game. So I don't think your going to have any traction in that direction. You could attach a script that generates a random set of 4 digits and when you activate the safe it places 10 message box buttons (the ones you see for menus) there for you to click (if they fit on the screen). Then you could select 0 through 9, but without feedback of some kind (the script tells you it's the wrong button, or a error sound plays), it could be pretty time consuming to guess even a 4 digit number (9999 combinations).
