LE [REQUEST] A spell that disenchants or NPC objects

I would love to request a mod that adds either a spell that disenchants objects or an NPC that disenchants objects. By objects I mean every enchantable item in the game.

 

For the spell:

It would cost 100 mana so that if you have never added to your magic when you level up, it takes all of your mana, but you are still able to do it. OR it dynamically costs all of your mana no matter what as long as you have a full bar. The spell tome would be in a hard-to-find place or sold for a very high amount (10000 ~ 20000 septims). This spell disenchants an item whether you point-and-shoot when it is dropped or lying around, or you choose/equip it in the inventory when prompted to after casting the spell. The item is then wiped of its enchantment and therefore has no enchantment anymore, but is NOT destroyed and you do NOT learn the enchantment.

 

For the NPC:

This NPC will gladly take any item off of your hands and disenchant it as if he/she used the spell mentioned above for FREE! Except he/she's a crooked NPC and doesn't want to give the item back to you unless you buy it off of him/her for a price double of what it would be worth in an NPC store (Perhaps also working with Economics of Skyrim mod, dynamically changing the price by region and materials). Perhaps adding sound to the dialog?
