LE Attack Speed Enchant

I want a mod that makes an enchantment that fortifies one's attack speed. I understand any modder who is to attempt this and go about it in a smooth manner will have to manipulate values regarding the players base attack speed with the "Dual Flurry" perk or just use "Attack Speed Mod" by renketsu0 in conjunction (or am I wrong?). I would prefer there be optional files making it affect any weapon or only melee. I know of one mod that does this, haven't used it because it has a lot of other enchantments I would rather not have.
