The game is indeed quite old but it struggles to maintain 60FPS on a lot of older GPUs. Pretty much anything that's slower than the GTX950 will struggle to maintain 1080p60, even on the medium quality preset.

 

FSR would be a godsend for most low-end gamers and pretty much everyone who plays on an APU.

 

P.S A modder has already implemented FSR in the VR version of the game (including Skyrim) so I think it should be possible to implement it in the base game as well.
