I have got it working, if anyone come looking the the answer to How I fixed it. I rearranged my mods

I do recommend putting these particular mods, if you use them, at the very bottom in this order:

 

 

Armorsmith Extended.esp=1

 

Weaponsmith Extended 2.esp=1

 

SettlementMenuManager.esp=1 (2nd to last)

 

Scrap Everything - Ultimate Edition.esp=1 (Always last)
