Tranquility Lane... flooded?

Once I go into Tranquility Lane, it's normal... but in a few seconds, NPCs start floating up, then it fills with water. Seems to be instant.

 

I'm flabbergasted. What could be the issue; any mod known to do this?

Oh. That was much simpler than I expected, thanks.

 

All I needed to do was delete the Tranquility Lane worldspace record from FLAK. It's a trash edit that doesn't do anything other but change water level from "default" to 10500 for no reason.

 

In case someone runs across this thread with the same problem who doesn't have FO3Edit, I've attached a fix:

Try disabling the "FLAK.esp" from FLAK Fallout Location Addition Kit by Uglulyx. You might be able to re-enable it after finishing Tranquility Lane.

Sorry for the resurrection, but thanks for the fix for Tranquility Lane. I wish I'd found this sooner, but now I'm out of there and will apply the fix anyway.
