You probably will be able to play the game, albeit not at very high settings. This is because the laptop specs you have posted do not include a dedicated graphics card. A dedicated graphics card is a seperate processing unit inside the computer that specilizes in rendering visuals images, or graphics. Not all games require a dedicated graphics card to run, however it is usually strongly recommended for 3D games (like Skyrim) or games with intense visuals. Most likely the computer you have listed has intergrated graphics (probably either intel 3000 or 4000) meaning that the CPU can be used to render the visuals that a graphics card would usually do. This of course is not optimal as CPUs generally are not meant to do this in the same capacity as a dedicated graphics card is.

All in all, yes that computer probably could run Skyrim, however probably not at very high settings or at a very good frame rate.

Might be better, because that laptop has an APU. However the processor is not as fast nor do you have as much RAM. At the moment really depends on whether the first laptop has either intel 3000, 4000, 4400 graphics.

Not Intel.

Ah okay, they didn't post any specs for a graphics card, so I thought that it did not have one.

Good thing you found that then. Makes my other posts totally irrelevant.

So it will play on high?

Perhaps. You should at least get medium. You might get high if you're lucky, but definitely not the highest. Keep your shadows relatively low, since those are the biggest performance killer for the least visual improvement.

But yes, your new laptop should be much better than the old one.

Edit:

Is this your laptop?

If it is, you should get good settings. Somewhere between medium and high, possibly high.

Here's a video of someone with a slightly weaker PC than yours running Skyrim on high settings.

And here's a good guide that explains Skyrim's settings, and explains what you should do to optimize Skyrim to get the most 'bang for your buck'.
