Help -- dialogue voice edits saved under Skyrim.esm not properly saving as a part of my mod

I figure this must be a pretty simple problem to solve, and I hope that I can put this as clearly as possible.

 

The end result of my problem is that my voice file edits to vanilla dialogue aren't getting saved as a part of my mod and are instead saved as fundamental edits to the game. Essentially, if I disable all of my mods, my edits will still take effect in the game even though I recorded and saved the files through the creation kit with the mod set as active. I created the .fuz file using a third party program, but used it while the creation kit was open (and saved through the creation kit afterwards after creating the file).

 

I have tried creating the standard modname.esp folder (data/sound/voice) and moving the voice files there but the game/creation kit will not reroute/find the files. It will only look in Skyrim.esm.
