Skyrim se weird (object?) flickering

I've been experiencing this strange issue for a long time, pretty much every time I do a modpack for myself.

This issue seems cause strange very quick flickering around the very edges of objects. This can be grass, trees, architecture, distant lod.When looking far, it acts more like dithering/noise.

I've also tried my best to capture it on video. It didn't look as strong on it, especially that little bit at the end. But overall it shows what I'm dealing with.

I've went through a lot of things, all the way from removing all of my mods, to disabling enb. But nothing seems to really change anything. But most of all I can't find anything regarding this issue whenever I try to look for it.

Does anyone have any idea what this is or even how I could fix it ?
