PC - cannot tick a miscellanous quest

That's basically the entire problem. I would be able to stop the quest and complete the quest stages via console, but the game won't let me toggle this quest active.

 

It's a radiant quest BH03, kill the giant for Jarl, but it should not matter, I can't seem to affect this quest via console until I toggle it active.

 

Is there a way to forcefuly toggle that quest on via console or something?

What exactly does the quest objective say? I've had similar issues while doing the Civil war questline, when replacing a Jarl, possible ongoing quests bug and can't be completed or handed in.

It's the template from BQ03:

(Objective is assigned): Collect bounty from <Alias=Jarl>

 

In my case, "Collect bounty from Brina Merilis". It's a radiant quest.

 

SQS BQ03 shows as follows:

0  -> 1
10 -> 0
100 -> 0
200 -> 1

or (can't remember)

0  -> 1
10 -> 1
100 -> 1
200 -> 1

I tried setting the stages differently for 15 minutes, also tried the stage 101.

Nothing seems to work because the quest is inactive.
