I can hear rain but cannot see it

So, I'm having an issue with rain sounds/visuals. From time to time, I will start to hear rain, and I will even get wet from it in Frostfall, but I cannot actually see it, it's still just a bright sunny day for me. I'm thinking that this has something to do with Sounds Of Skyrim and Climates of Tamriel but I am not 100% sure. Here is my load order in hopes that somebody can figure this out for me.
