You can start a new game, and this time you can change what you will tell people and be a good character. I often do that in oblivion, because its so obliviously, ops, I mean OBVIOUSLY boring to just lurk around all the time and have the same quest endings.

Theme characters. I've got a girl who is a master of "bull-fu". High charisma and every perk that will get you bonuses on speech and interactions. Another one is a right misserable sneaky assassin. Not much in guns, but melee and unarmed, he's a terror. High sneak and lockpicks.

Fallout 3 is still fairly new!

 

GECKS is still fairly new!

 

In time there will be plenty of good mods as there is now in Oblivion. It's something to look forward to. If nothing else go play another game and come back later when there are more good mods to choose from and even other stuff.

I did tons of things to increase replay value, notably increase the difficulty with mods and make a few self-imposed challenges.

I made a new character, that used Unarmed/Sneak/Repair. Cranked up difficulty to Very Hard. The self-imposed challenge was to never use a firearm on an enemy I could reach, no matter how far away: only use guns on enemies that are completely unreachable. And even then try to use grenades before resorting to a firearm.

I found this style of play refreshing from my first character, where Small Guns/Sneak/Repair would make the game too easy. Battles had to be planned out beforehand and everything.

 

Other stuff you can do is simply fast-travel to a location and head out into the Wastes. It can be good fun finding new locations. There has got to be something you haven't done, for example:

activate Highwater Trousers

or

find the Plunger Room of Death, or find the interesting setup under the White House.
